Indonesia now has one of the fastest-growing investor bases in Southeast Asia. The number of capital-market investors on the IDX passed 12 million in 2025, up from under 4 million in 2020 (KSEI single investor identification data), and serious investors increasingly move from local synthetic-exposure apps to brokers like Interactive Brokers that give them real US shares. Add a deep base of Amazon, Etsy, and Kindle sellers, Upwork and Fiverr freelancers, and founders forming US LLCs, and a lot of Indonesians eventually meet the same question: a US payer or the IRS wants a US taxpayer number, and a Social Security Number is not available to them.

The answer is sometimes an ITIN, the Individual Taxpayer Identification Number the IRS issues to people with a US tax reason who cannot get an SSN. But "sometimes" is the important word, because the most common Indonesian confusion is mixing up the ITIN with the local NPWP. This guide clears that up first, then shows exactly when you need an ITIN, what the US-Indonesia treaty really does, and how to apply from Indonesia in 2026.

Is an ITIN the same as your NPWP?#

No. They are two different tax IDs from two different countries, and confusing them is the single most common mistake Indonesian applicants make.

Your NPWP (Nomor Pokok Wajib Pajak), issued by the Direktorat Jenderal Pajak (DJP) and now linked to your NIK on your KTP, is your Indonesian domestic tax number. An ITIN is a nine-digit number issued by the US IRS, used only for US tax filing. They are not interchangeable. If you have searched for an "NPWP Amerika," an American NPWP, the ITIN is the closest US equivalent, but it is a separate number with a separate purpose.

The practical point that saves many people money: on a Form W-8BEN, you can usually enter your NPWP as your foreign tax identifying number to claim the treaty rate. Do you actually need an ITIN as a resident of Indonesia?#

Maybe not yet. An honest answer matters here, because plenty of guides push an ITIN on people who do not need one.

You often do not need an ITIN for:

  • Actively traded US stocks and ETFs. A correctly completed W-8BEN (with your NPWP) claims the treaty dividend rate, and for publicly traded securities a US taxpayer number is frequently not even required.
  • Basic platform royalties. Amazon Kindle and similar platforms accept your NPWP as a foreign tax ID on their tax interview to drop royalty withholding to the treaty rate.

You do need an ITIN when:

  • You are reclaiming US tax that was over-withheld. If a broker or platform already took 30% (no W-8BEN on file, an expired form, or a payer error), you recover it by filing Form 1040-NR, and you cannot file that return without a US taxpayer number. This is the most common real ITIN trigger for Indonesian investors and sellers.

If you are still unsure your situation qualifies, start with what an ITIN actually is. The IRS does not issue an ITIN just in case, so confirm your reason before you apply.

Does the US have a tax treaty with Indonesia?#

Yes, and this is where a lot of online content is simply wrong. You will see claims that Indonesia has no US tax treaty. That is false. The United States and Indonesia have an income tax treaty that took effect in 1990 and was strengthened by a 1996 protocol, and it is in force in 2026.

For an individual investor, the treaty meaningfully cuts the standard 30% US withholding:

Two things to keep straight. First, the lower rate is unlocked by the W-8BEN, not by an ITIN, and your NPWP can do the job of the tax ID on that form. Second, the 15% dividend figure is the correct one for individuals. Some tables online list 10% for Indonesia, but that lower rate applies only to large corporate shareholders, not retail investors, so do not rely on it. Where the ITIN earns its place is the last row: getting money back that was already over-withheld means filing a US return, and that return needs an ITIN.

What you need to apply for an ITIN from Indonesia#

Three things go in your application package:

  1. Form W-7, the ITIN application itself (current revision December 2024), signed and dated.
  2. A certified copy of your Indonesian passport, or the original. A plain or notarized photocopy is rejected.
  3. A reason the IRS recognizes, normally a US federal tax return attached to the W-7, or proof you meet an exception. If you have income but no return yet, read ITIN without a tax return.

The three ways to certify your passport (and the catch for Indonesians)#

The IRS accepts a passport copy certified by only three sources, and for Indonesian applicants two of them are difficult, which is the most common reason these applications stall.

  • The issuing authority. Indonesian passports are issued by the Directorate General of Immigration (Ditjen Imigrasi). Getting them to produce a certified copy formatted for the IRS is not a standard service and is unreliable in practice.
  • A US Embassy or Consulate. The US Embassy in Jakarta and the Consulate General in Surabaya offer limited notarial services by appointment, but they are oriented to US citizens, and consular staff generally will not certify a foreign national's passport copy for ITIN purposes.
  • An IRS Certifying Acceptance Agent (CAA). A CAA is authorized by the IRS to verify your identity and passport directly, then submit your W-7 with a Certificate of Accuracy. A local notary (notaris) can certify many Indonesian documents, but a notaris copy of your passport is not accepted by the IRS for an ITIN. Do not pay for one expecting it to work.

How to apply for an ITIN from Indonesia, step by step#

  1. Confirm your tax reason. Decide which situation you are in (reclaiming over-withholding, a US LLC, other US-source income, or a family case) so you attach the right supporting document.
  2. Complete Form W-7. On the official IRS Form W-7, choose the correct reason code, enter your name exactly as it appears in your passport, and use your Indonesian address.
  3. Prepare your passport certification. Choose between the issuing authority, a US Consulate, or a CAA. Because the first two are hard for Indonesian applicants, most people use a CAA to keep the passport and skip the mail.
  4. Attach your tax return or exception proof. Most applicants attach a US federal return, often a 1040-NR to reclaim over-withheld tax.
  5. Submit the package. A CAA submits it for you electronically with the certification. If you go the DIY route, you mail it to the IRS in Austin, Texas (addresses below).
  6. Wait for your ITIN letter. The IRS mails a CP565 notice with your ITIN once approved.

Is there an IRS Acceptance Agent in Indonesia?#

No. As of the IRS directory reviewed in June 2026, there are zero IRS-listed acceptance agents anywhere in Indonesia, in Jakarta, Surabaya, Bali, or elsewhere. That leaves Indonesian applicants three realistic paths:

  1. Mail-in route. Submit Form W-7 with your passport certified by the issuing authority or a US Consulate, then mail the package to the IRS. Plan for several weeks of overseas transit on top of IRS processing.
  2. In-person at a US Consulate. Limited appointment availability, and as noted above, consular staff generally will not certify a foreign passport for ITIN.

What you can do with your ITIN once it arrives#

An ITIN is mainly a tax-filing tool, but once you have one it also opens parts of the US financial system. You can use it to open a US bank account as a non-resident, apply for a US credit card, and over time build a US credit history. Processing time and mailing from Indonesia#

The IRS states standard ITIN processing of about 7 weeks, but during peak tax season (January 15 to April 30) or when applying from overseas, plan for 9 to 11 weeks, and sometimes longer. From Indonesia, add international mail time on top of that if you go the DIY route.

One 2026 change to know if you own a US business: starting June 1, 2026, a CAA submitting a W-7 for a partnership or multi-member LLC client must attach the part of the partnership or LLC agreement showing the entity name, EIN, and the applicant's name and signature. Have that document ready if your ITIN is tied to a US partnership.

Common mistakes Indonesian applicants make#

  • Thinking your NPWP is a US tax number. It is your Indonesian tax ID. It can go on a W-8BEN, but it is not an ITIN and cannot file a US return.
  • Believing the "no treaty" myth. Indonesia has a US treaty in force since 1990. It cuts dividends to 15% and interest and royalties to 10% when you file a valid W-8BEN.
  • Buying an ITIN you do not need yet. For actively traded US stocks and basic royalties, your NPWP on a W-8BEN may already get the treaty rate. Apply for an ITIN when you have a real filing reason, such as a 1040-NR refund.
  • Sending a notaris copy of the passport. It is not IRS-accepted. Only the three sources above work.
  • Mailing the original passport by regular post. If you must send originals, use a tracked courier. Better, use a CAA and keep the passport.
  • Letting an ITIN expire. If you were issued one years ago and have not used it on a return, check whether you need to renew your ITIN.
